Damaging an Elite at a variable amount or above and at a variable amount or below health causes Brann to trigger the crystal's energies, reducing the Elite's attack and cast speed by a variable amount for a variable duration. Killing the targeted Elite while the debuff is active grants the party an a variable amount stacking Haste buff.
