Surging Azerite

A surge of azerite flows into the target and repeatedly arcs to the nearest player within variable yards, inflicting variable Arcane damage and applying Azerite Radiation to players hit. The energy heals Azeroth for a variable amount of its lifeforce if it is within range, ending the effect.
