Suppression Field

Places a suppression field on an enemy, decreasing movement by a variable amount and pulsing out variable Arcane damage every variable sec for a variable duration. Additionally, if the enemy moves while being suppressed, they explode, inflicting variable Arcane damage to themselves and all allies within a variable radius.
