Stormrider's Charge

Stormrider Vokmar energizes marked players increasing their movement speed by a variable amount for a variable duration. Vokmar then hurls his lightning hammer to detonate any Voidstone Fragments within a variable radius of each player marked with Stormrider's Charge.
