Shatter

Causes an area around a random target to become suddenly freezing cold, dealing variable Frost damage to all targets within a variable radius of the target and encasing them in solid ice for a variable duration. When the ice is broken, the targets are released but the breaking ice deals an additional variable Frost damage to all targets a variable radius yards around that target, breaking all ice in that area as well.
