Sea Storm

Summons a series of freezing storms at players' locations, inflicting variable Frost damage to all players within a variable radius of the impact point. A Sea Storm is left at the location, continuously inflicting variable Frost damage periodically to all nearby players and reducing their movement speed by a variable amount.
